NEWS: Trying to regain political relevance in Uttar Pradesh, the Congress would have two manifestos in the runup to 2017 assembly polls - the main document with its election promises and a special Dalit manifesto to address the concerns of the politically significant constituency. The Congress hopes the move would help make a dent in BSP czarina Mayawati's core Dalit votebank.
Of the 403 assembly segments in the state, 84 are reserved. At present, the Congress holds 28 assembly seats, only a shade better than its tally of 22 seats in the 2007 polls. The Dalit manifesto would be finalised after a series of regional conferences the party has planned in Uttar Pradesh.
A beginning would be made in Lucknow next week with a training programme for Dalit leaders handpicked as part of Congress vice president Rahul Gandhi's Leadership Development Mission.
His trusted lieutenant and scheduled caste department head K Raju has been overseeing Gandhi's dream project in UP - of grooming Dalit leaders from the grassroots. The February 18 training programme would be the culmination of an year-long exercise of choosing these leaders who would be pitched as Congress candidates in the 84 reserved constituencies. At the end of the training programme, Gandhi would unveil the "Lucknow Declaration", which would serve as a blueprint for UP's Dalit manifesto.
